how do i reset my personal questions, i have tried many times but never received the email frpm Apple

i do need help on this, because when i tried to purchas something from my IPAD, always request to answer the questions, some how that doesn't happen when i got things from my IPhone, the thing is i answer but something is always wrong and i cannot change the questions or the answers, i never received the email with the instructions
